Crank is def seized apparently, he put a 17m spanner on the end of the crank and it won't turn at all, completely solid.

It only ran for about around 5 mins at the very most, and that was only starting etc, not actually going anywhere. It turned over ok today then wouldn't turn over and investigated. Tried to roll it in gear, no go.

sticking valve Huh?? just a thought maybe bent and hitting piston, maybe worth checking if all valve stems touch the rockers,   there was oil in it though wasnt there

The camshaft could of seized in the head due to lack of oil but usually the timing belt snaps if that happens.
I have only come across one cylinder bore seizure which is most unlikely to have happened if there was some oil in it.
That leads us to a crankshaft seizure which could have several causes, damage from the previous overheating etc.etc.
I would strip down the timing gear & check nothing has come adrift there & see 1. Does the camshaft turn o.k. 2. Does the crankshaft turn.
Did you drain the old oil/water mix out completely & filled the engine with new oil?
I have a complete good used 60,000 mile engine out of a crashed van. Tested on my engine test rig before sale. £500.
A used block & pistons plus new piston rings & honed bores for £200.00
Rebuilt engine with good bores honed & fitted with new rings complete & again tested on the rig. £600.00

I run all my engines & customers  with Wynns or STP oil additive in them & they go on forever.

The oil that was in the engine didn't mix with water, it just lost some oil.

I cant believe its siezed ....did you put the rocker bars back in the right way...and if you put head gasket right way ...if any of the two are wrong it will block the oil feed off to the rocker bars....

I`ve changed maybe 100 heads & have never managed when lifting the head not to let some water go down the oil galleries. So I change the oil & filterto be on the safe side.

another simple check I would do , push in clutch and see if you gain movement in any way, Im thinking along gearbox probs but dont know what, maybe 1st motion shaft bearing or summot

could be water in the cylinders causing it to hydraulic (lock up) take the plugs out and try to spin it over on the key if there is water in there it will blow it out through the plug holes . noah
