My housemates car, the fuel gauge doesn't read, what could be the problem?

Could be anything - stuck fuel sender, damaged wiring, damaged gauge.
But if it is a Rascal the first place I would look is where the wiring goes to the sender unit on top of the tank - the connector corrodes and wire comes off.
